The ANM (Administratia Nationala de Meteorologie) is the national authority in the meteorological field in Romania, with a continuous activity since 1884. Its main activities are: performing measurements upon weather and climate; carrying out weather forecast and warnings; research studies on atmospheric modeling, physics of the atmosphere and air pollution, climate variability and climate change, focusing on statistical downscaling; agrometeorological applied research; satellite, remote sensing and GIS techniques-based studies. The ANM also supplies information related to the crop vegetation status, soil humidity and recommendations through the national meteorological web service; an operational weekly bulletin on agrometeorological forecast is carried out. ANM is a key institution in the National Committee for Emergency and Disasters (NCED) and it is the national representative in the cooperative agreements with international organizations, such as EUMETSAT, WMO, ECMWF and EUMETNET. Its experts are involved in the elaboration of key actions for impact assessment, such as the Romania’s National Strategy on Climate Change and specialized reports related on climate change, adaptation and vulnerability assessment, such as the WMO-Agrometeorological Commission. Three scientists have been involved in the IPCC process (AR4/WG1, AR5/WG1,WG2). 

In the MOSES project, ANM will exchange its expertise on seasonal forecast, statistical downscaling and crop modeling. A validation of the EUROSIP multi-model seasonal forecast over the Romanian pilot area will be made and optimum statistical downscaling models for temperature and precipitation will be developed to downscale the EUROSIP forecasts. Using a soil water balance model (operationally performed by the ANM until now and improved in the MOSES project), the crop monitoring in the Romanian pilot area will be made to estimate the irrigation water needs for various crops, in various versions using observed climate data, direct/downscaled ECMWF forecast as inputs. 

ANM coordinated projects within the main frame of national programs such as PNCDI II -National Program me of Research, Development and Innovation (CLIMHYDEX, GRIMPCLIM, GEODIM) and it has been involved in major European programs such as: FP6 (ENSEMBLES, CECILIA, HYDRATE), FP7 (SAFER, EURO4M, MACC), INTERREG IIIB (ACCRETe), INTERREG IVC  (WATER CoRe), SEE (CC-WaterS, OrientGate, CC-Ware).
